Where the light emits from (in this case the Shaman's hand), paint a few layers of the brightest colour (Ice Yellow). wash over it and any shadows with the speedpaint (Fire Drake) and wash (Orange Tone).

Once dry reapply the brightest colour to the source and layer the fluorescent paint over the area.
